Development Charges
Development charges are new fees paid by developers to help cover the initial capital cost of infrastructure required to accommodate service growth. This infrastructure may include roads, sidewalks, recreational facilities, libraries, parks, fire stations and other infrastructure needed to support complete communities.

Proposed Area Specific Development Charges - Simpson Road (Phase 3)
A background study is underway for a by-law for Simpson Road Phase 3 (from 228 metres south of Parr Boulevard to Mayfield Road).
It will be imposed within a defined area of the South Simpson Industrial Secondary Plan. According to the plan, Simpson Road shall serve as a north-south collector and extended southward to intersect with Mayfield Road.
Development charge by-laws
- The town-wide 2019 development charges by-law applies to all lands located in the Town of Caledon. It may provide for credits, exemptions and special provisions for residential and non-residential development.
- The area-specific development charge by-law for a Storm Sewer on Coleraine Drive, expires on July 12, 2021.
- The Town has passed an area-specific development charge by-law for Simpson Road (Phase 2) (221m north of George Bolton Parkway).
Other development charge by-laws
The Town also collects development charges on behalf of:
- Region of Peel and Go Transit
- Peel District School Board
- Dufferin Peel Catholic District School Board
Rates
Our rates change semi-annually on February 1 and August 1, using the Statistics Canada Construction Price Index as a guide. Your total development charge is made up of the Town, Region, Go Transit and School Boards' charges. We collect and remit your charges to the Region, Go Transit, Peel District School Board and Dufferin Peel Catholic District School Board.

Calculating development charge rates
To assist us in calculating your development charge, please submit a completed:
- Industrial/commercial calculation form for an industrial or commercial building
- Agricultural building calculation form for agricultural buildings
Send your completed form by email to the Finance division or drop it off or mail it to the Town of Caledon.
Payment
For applications received by the Town prior to January 1, 2020, payment will typically be at the rate in effect on the date the building permit is issued. Any prior development charge payments made before issuance of the permit will be added together, including a top-up payment if necessary, to arrive at the current development charge rate.
Completed applications for Site Plans and Zoning Amendment that were received by the Town on or after January 1, 2020, will have their development charge rates calculated based on rates effective on the date of completed application receipt.

Development Charge Interest Rate Policy
In accordance with Bill 108, the Town has implemented a development charge interest rate policy and by-law to apply to qualifying property development in which development charges are either payable by installment or are frozen upon site plan application or zoning bylaw application date.

Treasurer's statement
Each year, in accordance with Subsection 43 of the Development Charges Act the Treasurer is required to provide the annual development charges reserve fund statement.
The statement includes a description of services, beginning balances, ending balances and all financial transactions during the year for each fund. The statement also discloses the credit that relates to each fund and the detailed financing of each project where reserve funds were used as a financing source.
