Building Permits

Please note that before the start of any new project approval/clearance from the zoning department is required.

• Construction of a new building

• Construction of an addition to an existing building, such as
  • second or third story
  • attached garages, carports
  • sunrooms
  • porches
  • decks (only if the deck is higher than 24" off the ground at any point)
• Structural or material alteration to an existing building, such as
  • addition or removal of structural walls
  • enlarging or relocation of existing windows or doors
• Construction of a shed with an area of 15 square meters (161 square feet) or more.
  • Please note, sheds under 15 square meters do not require a building permit.  Please see "Projects that do not require a building permit" for exceptions to this rule.
• Construction of an accessory structure larger than 10 square meters (107 square feet) in area, such as
  • Storage Containers (Sea Can)
  • Detached Garage, workshop
  • Carport
  • Pool house, cabana, gazebo
  • Please note, any accessory structure (regardless of its size) attached to an existing structure is considered an addition and a building permit is required. 
• Finished basements 
• Construction of a basement apartment
• Installation of a roof mounted solar hot water systems
• Construction of a retaining wall more than one meter (3 feet 3 inches) in height provided the retaining wall is on or adjacent to public property (including streets), building entrances, and on private property accessible to the public
• Construction of a temporary tent that
  • Covers 60 meters squared (646 square feet) as a single tent or a group of tents; or
  • is attached to a building; or
  • is within 3 meters (9 feet 10 inches) from another structure.
• Demolition or removal of a building or a portion of a building
• Installation or modification of heating or plumbing systems
• Installation of a backflow prevention device
• Any work that changes the occupancy nature of a building’s use (i.e. from residential to office or single dwelling unit house to multi-dwelling unit house)
• Please note, even if no construction is proposed a building permit is required
• Installation or modification of a septic system
• Construction/installation of a ground or wall sign that's larger than 0.55 square meters (5.9 square feet)

Please note that before the start of any new project approval/clearance from the zoning department is required.

• A deck with a finished level of not more than 60 cm (24 inches) above finished grade at any point
• Re-cladding of a house or small building (3 stories or less) with non-combustible material other than brick or stone veneer
• Adding or replacing insulation
• The replacement of windows or doors as long as:
  • the location remains the same; and
  • the opening width remains the same
• Replacing a furnace or boiler in a house
• The installation of an air conditioning unit, gas fireplaces, air cleaners, in-line humidifiers, or hot water tanks in a house (for all other building types a permit is required)
• Repairing and/or replacing plumbing fixtures 

• Waterproofing repairs to a basement
• Construction of a retaining wall that is on private property and not accessible to the public
• A shed does not require a building permit as long as:
• is not more than 15 square meters in building area,
• is not more than one story in building height,
• is not attached to a building or any other structure,
• is used only for storage purposes ancillary to a principal building on the lot, and
• does not have plumbing.
• A temporary tent or group of tents does not require a building permit as long as:
  • area is not more than 60m2 in aggregate ground area; and
  • is not attached to a building; and
  • constructed more than 3m from other structures

IMPORTANT ANNOUNCEMENT REGARDING THE 2024 ONTARIO BUILDING CODE TRANSITION PERIOD:

The new regulations are set to come into effect on January 1st, 2025, with a phased approach to implementation. As the Pre-Approval of a Certified Model does not equate to a Building Permit, therefore, effective October 1, 2024, Certified Model Applications must be submitted alongside home designs that comply with the 2024 version of the Ontario Building Code.  Revision to the previously Pre-Approved Certified Models will not be accepted, and new Certified Model Applications must be made under 2024 Ontario Building Code design requirement.

Note: Repeat Building Permit Applications with any models previously certified under the 2012 Ontario Building Code (as amended), can be submitted until March 31, 2025.

Effective April 1, 2025, any Certified Models used in support of Repeat Building Permit Applications will be required to comply with the 2024 Ontario Building Code and will need to be re-submitted and approved.

What is a Certified Model?

 A Certified Model (CMOD) is a unique building design for a single family detached house, semi-detached house or townhouse (excluding stacked townhouses) that has been reviewed and pre-approved by the Building Services Division for compliance with Division B of the Building Code.

Note:
A Certified Model is not a Building Permit; therefore an approved building permit is required prior to any construction taking place.

How does the process work?

For single family detached, semi-detached or townhouse (excluding stacked townhouses), the Building Services Division will accept and process Certified Model applications independently of other approvals (For example: Execution of Site Plan Approval/Subdivision Agreement, Engineering site grading approval etc.).  A complete building permit application on a house cannot be accepted unless those other approvals are in place and approved. 

Builders who have approved Certified Models from the Town of Caledon, can choose to use their models throughout the municipality on any lot that the Builder has decided to build upon.

What is required to enroll in the Certified Model program?

Required Drawings

• Floor Plans - fully dimensioned for each level indicating existing and proposed used of all spaces.  Provide proposed construction with foundation & exterior wall information, showing interior partitions and structural framing.
• Roof Plan - provide existing/proposed roof layout showing construction and ventilation.  Where engineered roof trusses are proposed, an engineered sealed design will be required.
• Block Plan - Plans showing the location and construction of the party wall and firewall, along with specifications and details (for semi-detached and townhouses).
• Elevations and Sections - showing the following:
  • Exterior finishes with roof slopes, window/door type, location & size including height of sills above floor level
  • Identify floor to floor, floor to ceiling and overall building height above grade.
  • Show existing/proposed building construction and specification of all floor, wall and roof assemblies.
  • Provide footing and foundation wall details including stairs, landings, guards and handrails.
• Mechanical and Plumbing Design - provide the following:
  • Layout of mechanical/plumbing system at each floor level. 
  • Identify type, location and size of equipment being proposed.

Notes:

• A Certified Model is granted approval based on the current Ontario Building Code requirements at the time of approval.  The Builder is responsible to submit re-certification of models when there are changes to the Ontario Building Code regulations that may impact the actual repeat house under the new regulation at the time of Repeat Building Permit application.
• In the case where a purchaser has requested upgrades outside of options that were reviewed to the Certified Model, it will be considered a “Lot Specific” Building Permit Application and not considered a Revision to the Certified Model.
• To allow for sufficient time to resolve technical Ontario Building Code deficiencies from the review of Certified Model designs, builders are requested to apply for Certified Models approximately 3-6 months prior to using of Certified Model for a Repeat Building Permit Application.
• It is the Builder’s responsibility to have Certified Model drawings readily available for Building Inspector’s reference on the construction site.

Repeat Building Permit Applications

A Repeat Building Permit Application is uniquely issued to Builders that have pre-approved Certified Models that have been reviewed by the Building Services Division.

Criteria

Conditional Permits are permitted under subsection 8(3) of the Building Code Act 1992.  The issuance of a Conditional Permit is strictly within the discretion of the Chief Building Official and may only be considered if the following have been met:

• An application for a full building permit must already be applied for.
• Zoning compliance must be achieved.

• All documents and drawings are required to be submitted in PDF format.
• Files must be unsecured and not password protected.  Drawings submitted that are password protected will delay the processing of your building permit.
• Drawings should not exceed a page size of ARCH E (36"x48" or 914.4mmx1219.2mm).
• All forms should be completed and signed electronically.  All Town of Caledon forms are available online in fillable format.
• Documents being submitted must follow the naming conventions below:
  • "Attachment type" - "Project location address"
    • Example - Permit application package - 1 Healy road

Please note the following when submitting your electronic application:

• Only one file can be attached in each attachment field
• Maximum size of all files cannot exceed 30MB (if your attachments exceed this limit, please contact us to discuss alternative options for your submission)
• Special characters in the file name, such as (&,.%#@!"?/:') will not allow you to complete the submission

Building Permit Revision 

A building permit revision is granted once a permit has been issued and a change in the scope of work has occurred.

Submit Revision Application

Revisions can be submitted via email to the Town of Caledon building department.  You will need to attach the following documents:

• Revision to Building Permit Application Form
• All relevant updated plans and specifications should include black revision clouds around the areas indicating changes.

Building Permit Transfer

A building permit transfer is required when a change in ownership has happened while a permit is still active or under review.

Submit Transfer Application

Permit transfers can be submitted via email to the Town of Caledon's building department.  You will need to complete, sign and attach the following document with the new owner information:

Building Permit Cancellation

Cancellations can be submitted via email to the Town of Caledon building department.  In the body of the email please specify the following:

• Reason for cancelling
• Permit number (if available)
• Address of property
• Permit type

Town of Caledon staff will contact you to confirm cancellation and if a refund is applicable.
