Oak Ridges Moraine Site Plan Application
The Town of Caledon's Site Plan Control by-law states that Site Plan Control is needed if your property is located in the Oak Ridges Moraine Conservation Plan on lands:
- Zoned Environmental Policy Area 1 - Oak Ridges Moraine (EPA1-ORM)
- Zoned Environmental Policy Area 2 - Oak Ridges Moraine (EPA2-ORM)
- Within a 90 m buffer of the above zones
What is a Site Plan Control?
Site Plan Control is a key part of the development review process. It helps ensure that new development complies with our Official Plan and Zoning By-law and with any requirements from provincial, regional, municipal governments and other agencies (ie. conservation authorities).

The following developments don't require Site Plan Approval within the Oak Ridges Moraine Conservation Plan:
Nor is it needed in the following plans of subdivision, unless it's required in the Zoning By-law or a related Minor Variance:

Prepare your application
Prior to submitting an application, staff recommend applicant's apply for a Pre-Consultation (PARC) meeting to discuss the proposal and determine requirements for a complete application. This will help eliminate delays and costs.
It is recommended that you review the Oak Ridges Moraine Site Plan Application Manual to better understand the process and requirements.
To complete the application form, you will need to have the following documents with you:
- Property owner(s) contact information, including name, address, phone number and email address (as identified on their government-issued I.D.)
- Your (applicant) contact information, including name, address, phone number and email address (as identified on your government-issued I.D.)
- Property information such as municipal address, roll number/ARN and legal description
- Details of the proposed application
- Supporting material and documentation in PDF format as per the Town's Electronic Submission Requirements
Planning staff will confirm application fees in accordance with the Town's Fee's By-law.
Apply for an Oak Ridges Moraine Site Plan Application
Submit your application online:
To submit missing or Outstanding Material or the Resubmission of an Application, please contact the Lead Planner assigned to your file and planning@caledon.ca.
When you submit the online form, a copy of the form and all submission material is sent to Town staff. A copy is sent to you as well. Town staff will then contact you to discuss the application and receive fee payment. Should your application, resubmission or missing outstanding material be over 20mb, please contact planning@caledon.ca to upload the materials on the Town’s File Transfer (FTP) Site. Planning staff will provide you with the unique login credentials.
