Telecommunication Towers

Telecommunication facilities are required to address the increasing demands for wireless communication service in the Town of Caledon.

Regulation

Across Canada, all telecommunication facilities are regulated by Innovation, Science and Economic Development Canada. All proposed telecommunication facilities are required to first consult with the Town of Caledon. The Town’s role is to provide comments and advise Industry Canada of community concerns. In addition, the Town recommends either concurrence or non-concurrence to Industry Canada. The approval of all telecommunication facilities is with Industry Canada not the Town of Caledon.

Process

The Council-approved protocol for the siting of Telecommunication Facilities is subject to grandfathering guidelines.

The goal of this protocol is to set an objective process, criteria and guidelines that are transparent, consistent and predictable for the evaluation of Antenna System siting proposals, as well as streamline the process to make it beneficial to all parties involved.

According to the protocol, there are eight key areas that are affected:

  1. Clarifying Consultation with the Municipality
  2. Introduction of Exemptions
  3. Introduction of Telecommunication Proposal Streams
  4. Introduction of Development Guidelines
  5. Updates to Application Submission Requirements
  6. Changes to the Public Consultation Process
  7. Clarifying the Use of a Letter of Undertaking
  8. Clarifying the Concurrence Process

A number of benefits of this protocol include:

  • Providing clarity to the process
  • Reducing Town staff time in reviewing applications
  • Reducing Town processing time for some types of applications
  • Establishing radiocommunication and broadband service in locations preferred by the Town
  • Reducing the visual impact of new Antenna Systems
  • Providing residents with an opportunity to provide input into the siting of new systems
How to apply

The Town of Caledon has created manuals to provide applicants and owners with a general overview of the process to build a telecommunications tower in the Town of Caledon.

It is recommended that the applicant review the Telecommunication Protocol and Submission Package thoroughly (along with other relevant documents) to reduce the amount of time spent on plan revisions and to fully understand the requirements of the Town of Caledon.
