Welcome to Caledon's Lobbyist Registry

The Lobbyist Registry records eligible individuals or organizations who lobby Public Office Holders. 

You may be considered an eligible lobbyist if you’re a non-public sector individual privately communicating with a Public Office Holder representing a business or financial interest to influence legislative action. 

As of July 1, 2025, anyone taking part in lobbying as defined by the Lobbyist Registry By-law must register within ten (10) calendar days of any communication with a Public Office Holder.

Registration as a lobbyist should reflect the time period the lobbying occurs and can be for up to one year before resubmission.

 Who are Public Office Holders?
 Public Office Holder means: 
  • A member of Council 

  • Individuals appointed by Council as Chief Administrative Officer (CAO), Chief Building Officer (CBO), Clerk, Treasurer and Auditor 

  • A Commissioner as head of a Town of Caledon department 

  • A member of Committee of Adjustment or Property Standards Committee

 What is lobbying?

Lobbying is any communication with a Public Office Holder by an individual who is paid or represents a business or organization, with the intent to influence: 

  • Decisions on programs, policies or by-laws 

  • Procurement of goods and services 

  • Planning and development decisions 

  • Grants, financial incentives or contracts

Lobbying does not include general public inquiries, media relations or taking part in public meetings.

 Who should register?

You must register if you are not a public sector representative, are lobbying a Public Office Holder, and one of the below types of lobbyists: 

  • Consultant Lobbyist: An individual paid to lobby on behalf of a client. 

  • In-House Lobbyist (Organization or Business): An employee, partner or volunteer who spends significant time (usually more than 50 hours/year) lobbying on behalf of their employer or organization. 

  • Voluntary Unpaid Lobbyist: An individual who lobbies without payment on behalf of an individual, business or any other for-profit entity for the benefit of the interests of the individual, business or for-profit entity.

 When should I register?
All eligible lobbyists must register for each subject they intend to lobby before or within ten (10) calendar days of communication with a Public Office Holder. 
 How do I register?
  1. Find out if you are required to register as a lobbyist. If you complete the self-guided questions and are still unsure, email lobbyistregistry@caledon.ca 

  2. If you’ve confirmed you are a lobbyist, complete the registration form. 

  3. Check your inbox for confirmation by the Town of Caledon of your accepted registration.
