Ontario Land Tribunal upholds Town of Caledon’s position on heritage and planning matters
CALEDON, ON (July 16, 2025) – The Town of Caledon welcomes the Ontario Land Tribunal’s (OLT) decision to dismiss appeals brought forward by Ganni Properties Inc. regarding proposed development of a Tim Horton’s at 16054, 16060, and 16068 Airport Road in Caledon East.
The Tribunal’s ruling, issued July 15, 2025, supports the Town’s position on multiple fronts, including the protection of designated heritage properties and the preservation of Caledon East’s small-town character. The decision upholds the Town’s Official Plan and Secondary Plan policies, which discourage drive-through service facilities in the historic village core.
“We are pleased that the Tribunal recognized the importance of maintaining the unique character and heritage of Caledon East,” said Mayor Annette Groves. “This decision to dismiss the proposed Tim Horton’s reinforces our community’s vision for thoughtful, compatible development that respects our past while planning for our future.”
The proposed development included a drive-through restaurant and two commercial units, which would require the demolition of two heritage-designated buildings.
The Tribunal found that the proposed development did not conform with the Town’s planning framework, citing concerns related to heritage conservation, urban design, traffic safety and landscaping.
The Town remains committed to working with applicants to support appropriate development that aligns with Caledon’s planning policies and community values.
