You are invited to provide your input at a statutory Public Meeting about proposed Town-initiated official plan and zoning by-law amendments to establish new mineral aggregate policies and regulations town-wide.

How To Participate:

The Town of Caledon offers a hybrid meeting model with multiple ways for members of the public to participate and engage with Council.

 Attend In-Person
Members of the public may attend the meeting in-person and provide verbal comments regarding the proposed applications or sit in the gallery to watch the meeting. Although registration is not mandatory, members of the public are encouraged to complete the Participation Request Form, available at www.caledon.ca/speak-at-council. Please be advised that the venue holding this Public Meeting does have a maximum capacity and in-person attendees will be limited to that capacity.
 Submit a Written Comments
Submit written comments regarding the proposed application by completing the Participation Request Form, available at www.caledon.ca/speak-at-council.
 Virtually

You can also ask questions or provide comments by:

  • Submitting written correspondence to agenda@caledon.ca and planning@caledon.ca for consideration during the Public Meeting. Please note that written comments will form part of the public record.
  • Contacting Planning staff or the Lead Planner during office hours by phone or email.
  • Booking an appointment to visit Town Hall to speak with Planning staff. Visit www.caledon.ca/development for more information.
  • Members of the public are encouraged to view the meeting via the livestream available on the Town’s website.

Location:

The proposed official plan and zoning by-law amendments would apply town-wide.

Proposed Changes:

Official Plan Amendment Number 1 (Mineral Aggregates Policies), as originally adopted by Council, implemented the recommendations of the 2024 Supplementary Aggregate Policy Study and further directions from Council. OPA 1 was approved with modifications by the Minister of Municipal Affairs and Housing and came into effect on January 7, 2026.

As directed by Council, a new official plan amendment is proposed to establish and/or reintroduce mineral aggregate-related policies based upon review of the Province’s modifications to OPA 1. The individual amendments to add or restore text are consistent with or conform to Provincial policy and plans and support the Town’s stated objectives of improving the conditions of mineral aggregate operations in the Town, in addition to addressing other technical items to implement those new policies.

The proposed zoning by-law amendment would repeal and replace the By-law 2024-083 (Mineral Aggregate-related Zoning Regulations), which was passed in October 2024 to establish new zoning regulations in conformity with OPA 1, as originally adopted by Council. The new zoning by-law amendment corrects technical errors in the original by-law and ensure conformity with the approved mineral aggregate-related policies in the Future Caledon Official Plan and the proposed official plan amendment described above.

Appeal Procedure
If a person or public body would otherwise have an ability to appeal the decision of the Town of Caledon to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Caledon before the proposed official plan amendment/by-law is adopted/passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Town of Caledon before the proposed official plan amendment/by-law is adopted/passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
