The Bolton Secondary Plan is an overarching policy document consisting of objectives, policies and maps that will guide Bolton’s growth and development to the year 2051. This Secondary Plan sets out direction for Downtown Bolton, the Highway 50 Queen Street Corridor, Neighbourhood Areas, and Employment Areas. The policies applying to Downtown Bolton, Neighbourhood Areas and Employment Areas largely reflect the Future Caledon Official Plan and previous Secondary Plans. The Bolton Special Policy Area polices are also being updated to address the flood hazard in Downtown Bolton as part of a Provincial requirement.
The Primary Objectives of this Amendment include:
- Amend the Future Caledon Official Plan to introduce policies and mapping for the Bolton settlement area, including a new Bolton Secondary Plan;
- Remove the existing Bolton Secondary Plan from the 1978 Official Plan, as amended
- Update policies for the Highway 50 Queen Street Corridor, which is planned to accommodate the greatest change, growth, and intensification in Bolton;
- To enable high-density mixed-use development along the Highway 50 Queen Street Corridor, including within the future development of the potential Bolton South Hill GO Transit Station and Major Transit Station Area (MTSA).

The Ministry of Municipal Affairs and Housing will be the approval authority for this amendment. Once the Ministry has made a decision on the Official Plan Amendment, the decision will be final and not subject to appeal.
