Recreation and Culture Strategy (2023–2035)

The Caledon Recreation and Culture Strategy is a long‑term plan that guides how the Town will deliver recreation, culture, events, and community programs over the next decade. It includes detailed recommendations across three major areas of focus and outlines how the Town will meet current and future needs as the community continues to grow. The Strategy supports Caledon’s Strategic Plan priority of Community Livability and Vitality.

In 2023, the Town undertook a full review of how recreation and culture services are delivered across Caledon. The project was hosted on Have Your Say Caledon, where residents, user groups, sports organizations, cultural partners, and community agencies provided feedback through surveys, workshops, and online engagement. This community input directly helped shape the final recommendations.

Recreation Service Delivery

The Strategy outlines how the Town will strengthen the way it plans, delivers, and supports recreation and culture services. Key components include:

 Partnerships and Collaboration

  • Expanding collaboration with public, non‑profit, and commercial partners
  • Working more closely with school boards to support shared‑use opportunities
  • Developing a public access strategy for outdoor courts and sport surfaces
  • Enhancing transportation‑based partnerships to reduce access barriers

 Service Support and Customer Experience

  • Reviewing investment and grant programs
  • Strengthening volunteer supports
  • Introducing a service pricing framework and affordable access program
  • Expanding in‑person and self‑serve options at community centres
  • Enhancing marketing, communications, and social media for all Recreation & Culture initiatives

Planning, Evaluation and Workforce Capacity

  • Developing a centralized recreation data and planning system
  • Establishing program evaluation and customer feedback processes
  • Expanding staff training, recruitment, and succession strategies
  • Improving evening and weekend staffing at community facilities
  • Exploring specialized part‑time instructor roles (e.g., pickleball)

Inclusive Recreation
