Town of Caledon appoints new Commissioner of Community Services
CALEDON, ON (May 22, 2025) - The Town of Caledon is proud to announce the appointment of Judith D’Souza Soares as Commissioner of Community Services effective May 26, 2025. In her role, Judith will be responsible for recreation services, municipal law enforcement, service delivery (Caledon 311 and Service Caledon), and the Town’s Fire & Emergency Services.
With over 25 years of experience in public administration, policy development, and service delivery across both public and non-profit sectors, Judith is a respected leader known for strategic leadership, advancing innovation, and operational excellence.
“We are very excited to welcome Judith to the Town of Caledon as our new Commissioner of Community Services,” said CAO Nathan Hyde. “Judith brings a proven track record of transformative leadership that will be instrumental in shaping the future of our community services. Her experience leading high-performing teams, navigating complex organizational challenges, and driving innovative solutions equips her to guide the division through its next phase of growth. Her commitment to excellence and her forward-thinking approach will ensure that Caledon continues to deliver services that meet the evolving needs of our residents.”
Judith joins the Town following a distinguished career at the Workplace Safety & Insurance Board (WSIB), where she held several senior positions over two decades, most recently, as Director of the Occupational Disease & Survivor Benefits Program. Judith led the design and execution of major program strategies, working closely with partners at all levels of government, including Service Canada and Ontario’s Ministry of Labour, Training and Skills Development.

Judith brings a strong educational background holding advanced degrees including an Honours BA in Arts in Criminology, and Ethics, Law and Society, and a Global Professional Master of Laws (GPLLM) from the University of Toronto, and a Master in Public Policy, Administration, and Law (MPPAL) from York University.
