Please be advised that the Town of Caledon is offering a hybrid Committee and Council Meeting model with options for you to engage with Council, including in-person or virtual opportunities.

Applicant and Location:

- Location: Bolton settlement area, southeast Caledon (Wards 5 & 6)
Proposed Changes:
The purpose of this official plan amendment (OPA) is to establish a Bolton Secondary Plan. It will apply to the majority of the existing Bolton settlement area in southeast Caledon, except for the Humber Station Employment Secondary Plan Area and properties impacted by the Downtown Bolton Special Policy Area.
The proposed OPA will:
- Remove the subject lands from the 1978 Caledon Official Plan
- Introduce updated policies and mapping for the subject lands in the Future Caledon Official Plan, including a new Bolton Secondary Plan
- Provide policies for existing neighbourhoods, employment areas, natural areas and parks in alignment with the Future Caledon Official Plan that largely maintain existing land use permissions
- Provide policies to enable high-density, mixed use redevelopment along the Highway 50 Queen Street Corridor in south Bolton, including the potential Bolton South GO Major Transit Station Area (MTSA), to accommodate more residents and jobs over the long-term
- Provide policies to enable interim uses within the potential MTSA
- Facilitate the establishment of a community planning permit system for the potential MTSA
- Set out implementation requirements for the potential MTSA
A statutory Public Meeting was previously held on May 27, 2025. Since then, the draft OPA has been modified in response to comments from technical reviewers, landowners and the public. As modified, the OPA will be exempt from approval by the Minister of Municipal Affairs and Housing. This updated notice clarifies the effect of the proposed OPA and the appeal procedure. The purpose of the second statutory Public Meeting on October 14, 2025 is to share the updated draft OPA with Council and the public.
A separate OPA will be prepared for the properties impacted by the Downtown Bolton Special Policy Area (flood hazard area) to incorporate them into the Future Caledon Official Plan and Bolton Secondary Plan. That OPA must undergo a separate approval process as required by the province.

Appeal Procedure |
If a person or public body would otherwise have an ability to appeal the decision of the Town of Caledon to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Caledon before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Town of Caledon before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so. |
