Notice of Open House and Statutory Public Meeting - Proposed Community Planning Permit By-law

The Town of Caledon is holding an Open House as well as a Statutory public meeting to provide information and receive feedback on the proposed Community Planning Permit System.
Proposed Changes
The Town of Caledon is introducing a Community Planning Permit System (CPPS) for the potential Bolton South GO Major Transit Station Area (MTSA). The potential Bolton South GO MTSA is envisioned as a mixed-use, high-density, multimodal community in the draft Bolton Secondary Plan being concurrently led by the Town. A map showing the proposed CPPS area is included below.
The CPPS is being advanced through the Town’s Housing Accelerator Fund initiative and will support the implementing policies of the draft Bolton Secondary Plan by streamlining the process of development applications within the area. As a land use planning tool, the CPPS combines three development application processes: Zoning By-law amendments, Minor Variances, and Site Plans, into a single permit application and review process.
A draft Community Planning Permit (CPP) By-law has been prepared to implement the CPPS, which can be viewed online at https://haveyoursaycaledon.ca/bolton-secondary-plan-review.
Once in effect, the CPP By-law will replace the Town’s Zoning By-law as it applies to the area.

How to Participate:
Open House – October 14, 2025
- Attend In-Person: Members of the public may visit to learn about the proposed CPPS, ask questions, and view the draft materials.
- Provide feedback: Comments and feedback collected at the Open House will help inform staff for further consideration but will not be considered formal submissions for appeal purposes. You can also provide input by contacting the Planning staff or the Lead Planner during office hours (details below). Please submit any written comments to the Town via email to agenda@caledon.ca and planning@caledon.ca before the Public Meeting to be included as part of the public record.
Public Meeting – October 21, 2025
- Attend In-Person: Members of the public may register to delegate in-person and speak to items on the agenda or sit in the gallery to observe.
- Submit Written Comments: Members of the public may submit written comments regarding the proposed CPP By-law by completing the Participation Request Form, available at http://www.caledon.ca/speak-at-council.
- Virtually: Members of the public are welcome to participate via phone or WebEx Meeting upon request. For more information, please visit http://www.caledon.ca/notice or contact the Planning Department. Please note that there are deadlines to request participation at the Public Meeting.

Appeal Procedure:
If a person or public body would otherwise have an ability to appeal the decision of the Town of Caledon to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Town of Caledon before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at public meeting, or make written submissions to the Town of Caledon before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
