Town of Caledon seeks legal direction for aggregates

April 6, 2023 – On Tuesday April 11, at the Planning and Development Committee meeting, Council will be receiving advice in a closed session from legal counsel about the proposed Official Plan Amendment and Zoning By-law Amendment Applications for CBM Aggregates. Applications of this magnitude are complex and it’s important Council receives legal advice related to the various legislative and regulatory processes to assist them as the process unfolds.

“We welcome responsible growth and business to make Caledon the most livable and sustainable rural-urban community in Canada,” said Mayor Annette Groves. “Quarries and gravel pits are complex, emotional topics, and they are a source of significant concern for the Caledon community. Council is committed to ensuring we keep the community informed when applications for quarries or gravel pits are received, while meeting our legal obligations.”

As a fast-growing community, the Town will continue to receive applications for development and must follow legislative processes for every application. It is in the best interest of the public to make sure that our planning processes comply with provincial legislation.

Last October, Council approved an Interim Control By-law (ICBL) in response to community feedback. Unfortunately, it has led many to believe that applications for quarries, or any kind of resource extraction, are on hold. The Town does not have the authority to restrict applications. Receipt of a complete application does not mean it will be approved.

“We look forward to establishing, and collaborating with, the new Aggregate Resources Community Working group to help us hear more from residents and key stakeholders during our Aggregate Policy Study project and other aggregate requests,” said Mayor Groves.

The Town will be holding public consultation meetings in accordance with the Planning Act in the next couple of months. Information regarding this meeting will be posted on the town's website closer to the date.
