Volunteer Appreciation 

Prior to the Council meeting, the Town of Caledon acknowledged the contributions of citizens for their volunteer efforts in 2022. These key community members have played an important role through their Task Forces.

2023 Community Champion 

The Town of Caledon recognizes the Community Champion recipient for their outstanding contributions to the community. 

 

  • Larry Flint 

Mr. Flint has volunteered in many roles at Bethell Hospice in Inglewood, such as resident support and receptionist. He has given back to the community through many other organizations including Heart and Stroke Foundation, Inglewood United and Inglewood Schoolhouse Performers.  

Exploring opportunities to improve public spaces Downtown Bolton   

Staff will explore using the property 18 Ann Street as part of the Town’s revitalization efforts for downtown Bolton. A public square, removal of the building and/or re-purposing of the property will be considered. The Bolton Downtown Revitalization Plan guides Council and staff on future actions and investment to improve the historic downtown area for residents, business owners and visitors.

Parking Management Strategy for the Southfields Community   

Council approved a workplan and budget for a parking management strategy in Southfields to meet demand and manage impacts of parking in the area. The strategy will look at programs and strategies for on-street and off-street residential parking in the Southfields Community. A report to Council is expected in late 2023.

Notification distance extended for Planning related applications 

Council approved extending the distance for notification for planning applications for Official Plan Amendments, Draft Plan of Subdivision as well as Zoning By-law Amendments to 1,000 metres. The Provincial Planning Act specifies that mailout notification is to be provided to landowners within 120 metres (393.7 feet). This applies to any proposed development outside of the Settlement Area Boundary Expansion (SABE) and the existing Rural Service Centre settlement areas (Bolton, Mayfield West, Caledon East) Mailout notification of the Notice of Application and Notice of Public Meeting will now go to landowners within 1,000 metres.

Additional GO Station on the Caledon-Vaughan GO Rail Line - Bolton South Hill  

Council requested that the Ministries of Municipal Affairs and Housing and Transportation, and Metrolinx, work with the Town of Caledon, Region of Peel, City of Vaughan and Region of York to prioritize an additional GO station on the Caledon-Vaughan GO rail line, in the Bolton South Hill area along the Highway 50/Queen Street corridor. 

The station will allow for transit-supportive development to enhance the housing opportunities, community amenities and travel options for the residents of Caledon.

Official Plan amendment for pre-consultation and applications approved

Council approved amending the Town’s Official Plan to meet Provincial requirements and to ensure it works for Caledon’s residents and businesses. On March 30, 2022, the Provincial Government introduced Bill 109, the More Homes for Everyone Act. The Bill is to address the housing supply shortage in Ontario. 

The Official Plan was amended to update policies for Mandatory Pre-Consultation and Complete Application requirements (the document/plans/studies that an applicant needs to submit for their application to be deemed complete for review). 

The new development for Mandatory Pre-Consultation and Complete Application requirements process includes a series of steps

1.     Inquiry Meeting 

An optional step where a proposed project’s application requirements can be discussed with a Town planner. There is no fee and requirements are outlined in a checklist.   

2.     Preliminary Pre-application Review Committee (PARC) Meeting 

A mandatory meeting with Town staff, agencies and the applicant to discuss submission requirements for Official Plan amendments, Zoning by-law amendments, plans of subdivision and condominium, site plans and telecommunications before application submission.

3.     Pre-consultation Development Applications Review Team (DART) Review 

A new step for Town staff and agencies (utilities, conservation authorities etc.) to look at application material and ensure accuracy prior to submission of formal application.   

4.     Formal Application Submission and Decision 

The formal application will be submitted and where required by the Planning Act, a public notice and public meeting will be held, and a report will be prepared for Council for decision.
