Bolton Expansion Area Context

Regional Official Plan Amendment 30 was approved to expand the Bolton settlement area in different locations. In order to provide a framework for making informed land use decisions in the Bolton area, the Town is developing documentation to inform and guide development in the expansion areas. ”The Principles and Framework Plan” is currently being drafted and will include public engagement and consultation at a future date. The proposed Official Plan Amendment application will need to consider this
document.

Application Context and Revision

The Town of Caledon has received an application to amend the Town’s Official Plan.

As originally submitted, the application proposed to expand the Bolton settlement area to establish a mixed-use community on lands north of King Street near Humber Station Road and The Gore Road. The lands were located both within and outside of the 2031 settlement area boundary.

To reflect the approved settlement area boundary limits, the application has been revised, scoping the limits to only those lands within the 2031 settlement area boundary established by Regional Official Plan Amendment 30 which are also subject to a Minister’s Zoning Order (O. Reg. 171/21).

The proposed land use plan has been included in this notice and is available online at Bolton Option 3 Landowners Group. Although the plan has been scoped, to provide context for the larger area, conceptual plans and supporting material has also been included and is available online.

This public meeting is being held because once an application is deemed complete by the Town, the application is to be considered and a public meeting is held to obtain input and feedback. Although a Public Meeting is being held to consider the proposed application, a decision on the application will not be made at the Public Meeting.

Proposed Changes

A privately-initiated Official Plan Amendment has been submitted which proposes to expand the boundaries of the Bolton Rural Service Centre as described in the Town’s Official Plan. The amendment also proposes to establish a mixed-use community by designating the subject lands to permit a range of residential, commercial, institutional, open space, environmental, mixed and transit hub uses and to establish land use policies for the community.

 Appeal Procedure
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Town of Caledon to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Clerk of the Town of Caledon before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Clerk of the Town of Caledon before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
