Highway 410 and Hurontario Street Interchange Improvements Detail Design

Project Overview

The Town of Caledon completed a Schedule ‘C’ Municipal Class Environmental Assessment (MCEA), Phases 3 and 4, in June 2019 to facilitate the widening of McLaughlin Road and the construction of the new Tim Manley Avenue (formerly Spine Road), including its connection and required modifications to the existing Highway 410 interchange at Hurontario Street, improvements required to service the development of the Mayfield West Phase 2 Community.  The MCEA process was documented in the McLaughlin Road and Spine Road Municipal Class Environmental Assessment Environmental Study Report (Wood, June 2019).  Phases 1 and 2 of the MCEA process were addressed through a Transportation Master Plan completed by the Town of Caledon in 2016. 

Following completion of the above noted MCEA, the Mayfield West Phase 2 Landowner Group is now moving forward with the improvements necessary to service the Mayfield West Phase 2 Community development.   AECOM has been retained to complete the detail design and contract administration / inspection of the Highway 410 / Hurontario Street Interchange improvements, including the Tim Manley Avenue connection (‘the Project’).

The Project includes the detail design of the reconfiguration of the Highway 410 and Hurontario Street Interchange including three new ramp alignments, widening of the Highway 410 northbound off-ramp, realignment of the Highway 410 southbound off-ramp, realignment of Hurontario Street and Valleywood Boulevard, and construction of a portion of the new Tim Manley Avenue. The Highway 410 interchange is within the jurisdiction of the Ontario Ministry of Transportation (MTO) and the detail design process will be subject to MTO review and approval. The work proposed is to be completed in accordance with the standards of the Town of Caledon and the MTO.

As illustrated in the accompanying Study Map, this undertaking will focus on the area of the Highway 410 / Hurontario Street interchange.


 Revisions to EA Approved Area Design

In developing the detail design for the Highway 410 and Hurontario Street Interchange Improvements, the MCEA approved preliminary design has been modified to incorporate an alternative layout for the fly-over on-ramp to Highway 10 northbound (South/East - North Ramp).  The South/East - North Ramp is no longer proposed and is replaced by a new directional ramp from Valleywood Boulevard to northbound Highway 10 (North-North Ramp).

In consultation with the Ministry of Environment, Conservation and Parks (MECP), it has been confirmed that an addendum to the 2019 MCEA Environmental Study Report will not be required to address the ramp redesign.  The proposed modifications do not constitute a significant design change from that presented in the 2019 MCEA Environmental Study Report.

Ramp access towards northbound Highway 10 will continue to be provided with a relatively minor reconfiguration, without compromising the level of service of the interchange.  The subject reconfiguration is located within the existing interchange and will not result in significant environmental impacts or a significant change in the mitigation as presented in the 2019 MCEA Environmental Study Report.  The proposed redesign will assist in reducing the potential for environmental impact by eliminating the need to modify the existing culvert at Highway 410 and Etobicoke Creek, thereby reducing impacts to the creek and to the private properties north of the creek.  

Project Schedule

The timeline for construction is still being confirmed. More information regarding the construction schedule will be provided on this webpage as updates become available.

Consultation

An engagement program will be ongoing during the current detail design phase and will include consultation with municipal staff, the Ontario Ministry of Transportation, emergency service providers, regulatory agencies, key stakeholders, interested parties, and Indigenous communities.

Mayfield West Secondary Plan Phase 2

The Mayfield West Phase 2 Secondary Plan area is located in the southern part of the Town of Caledon bounded by Hurontario Street to the east, Mayfield Road to the south, Chinguacousy Road to the west, and the Etobicoke Creek Valley to the north.  It is a new community with residential development, employment lands, parks, schools, public open space and recreational facilities. Development of the area is guided by the Mayfield West Phase 2 Secondary Plan.
