The Active Transportation Task Force (ATTF) provides Town staff with advice regarding active transportation matters to cultivate a healthier and safer community for active transportation in Caledon.

Summary and Next Steps:

  • Eric provided the presentation on the terms of reference, goals and objectives of the task force, previous achievements through the cycling task force.
  • Eric requested the members to review the Terms of Reference and provide their feedbacks/comments
  • The mandate of this task force is for the town to obtain a silver designation for cycling and walk friendly designation.
  • It was mentioned that the term of task force equals the term of council.
  • Task force members explained the followings:
  • Opportunities for the task force to identify better connectivity for cyclists and walkers.
    • Explore the opportunities of collecting grant funds from other government agencies
    • Inviting staff from the city of Brampton for future meetings
    • Improvements of the mid-block trail crossing need to be made as well as safety of the roads.
    • More education needs to be done for drivers and cyclists to increase the awareness

  •   Active transportation task force is designated as aboard thus must   follow code of conduct
  •   Town of Caledon will implement at least 40km of bike routes this year

    •   Total cost to implement 80km this year
    •   Length of bike route the Town can implement on existing budget

Summary:

  • The Region of Peel Environmental Assessment on Airport Rd is to be completed soon. It is looking to combine the use of bike lanes, multi-use trails, paved shoulders, and diversions onto local roads to provide safe cycling facilities.

  • The Waterfront Commission Trust has proposed a bike route from Orangeville to Inglewood, bypasses around Forks of the Credit Rd and Caledon East Galafraxa Town Line are currently under investigation.

  • The Region of Peel is looking to potentially acquire railway line from Orangeville to Brampton in the next 10 years for active transportation.

  • Bike repair stations are to be installed in Southfields community center, Palgrave near the Caledon Trailway, and Inglewood near the Caledon Trailway.

Next Steps:

  • Region to investigate:

    • a bypass from Mount Crest Road to Caledon Trailway

    • the need for a Huntsville trail crossing once constructed 

    • Old Base line Rd shoulder widening to allow for Bike Route Signage

    • presence of counts/data on cyclist activity around Forks of the Credit Rd

    • If cyclists can be permitted on Old Church Rd (near Innis Lake Rd) in leu of recent safety improvements such as ASE

  • Town of Caledon to investigate:

    • other trail etiquette measures recommended (in person, flyers/adds, etc.)

    • Old base Line Bike Route signage with Region of Peel

  • David Mayer – Will work with park staff to see if signage, enforcement, or other program is recommended by park staff near Forks of the Credit Provincail Park.

  • 2021 Highlights
    • 120 km of new signed cycling routes, brings Town total to 200 km
    • Renewal of Bicycle Friendly Communities bronze designation
    • TRCA YouTube livestream featured Town of Caledon active transportation initiatives (bike routes, trail systems, bike repair stations, Bike Month initiatives)
  • Presentation of Scope of Work for new Active Transportation Master Plan, which will aim to identify key improvements and create a strategy for building safe and connected cycling, pedestrian, and trail infrastructure in Caledon.
  • Two new bike repair stations are to be installed along signed bike routes in 2022. Discussion about possible locations. One will be in Bolton, and the other in Belfountain. 
  • Update on enforcement: OPP handed out 30-35 tickets involving cyclists in 2021. Concerns that cyclists are not stopping at stop signs and drivers are not allowing a 1m passing distance. OPP will be looking to do a "share the road" campaign to address these concerns. 
  • Region of Peel update: EA in Bolton along Hwy 50 will include Active Transportation component, and PIC will be in a month or so. There is also an ongoing review on locations where the Caledon Trailway crosses Regional roads. New measures will be implemented to improve crossings. 
  • Town is working on a Staff Report outlining the Task Force's accomplishments during the current Term of Council. 

Next Steps

  • Town to provide Task Force with a copy of Share the Road feedback report
  • Next Task Force meeting will be scheduled for March, to discuss 2022 cycling program
  • Town will be initiating the ATMP in Q1 and will connect with Task Force as part of the public and stakeholder engagement

Summary

  • Presentation of proposed addition of 50 km of new signed bike routes. Key priorities include 1) connections to neighbouring municipalities, and 2) connections to existing cycling routes in Caledon. 
  • Three bike repair stations to be purchased and installed in 2022: Humber Lea Rd at Humber Valley 
    Heritage Trail (funded by Healthy Communities Grant), Old Bolton Fire Station (to be completed as part of the fire station project), and Belfountain Community Hall. 
  • Town will be seeking funding for the implementation of 26 lane km of signed cycling routes in Bolton, and a bicycle repair station at the Caledon Centre for Recreation and Wellness in North Bolton. 
  • Town will be requesting a modification to the Greenbelt route within the Town of Caledon. Presently, the Greenbelt Route runs north on Mt Wolfe Rd from Castlederg Sdrd to the Caledon Trailway. ATTF recommends Mt Hope as a replacement to Mt Wolfe due to safer cyclist conditions. 

  • Discussion regarding Caledon Central Public School, and safety of intersection of Charleston and Kennedy.

  • Town will refine and implement signed cycling routes based on Task Force discussion
  • Town will be in touch regarding the results of the grant application
  • Town will be requesting support/comment in the coming weeks for the council report and master plan process

  • Discussion regarding the walkability and bikeability of schools in Caledon, and examples of initiatives and practices that can be put in place to improve the ability to travel to school through active transportation

  • Major project updates: Draft Active Transportation Master Plan, and Caledon Rail to Trail (CRT) conversion
  • Presentation of proposed addition of 35 km of new signed bike routes. Key priorities include: 1) filling network gaps 2) connections to existing cycling routes in Caledon 3) signing well-used routes. 
  • Presentation of Caledon East Community Trail, and plan for formalization of the trail, as indicated in the ATMP recommendations. Discussion on expanding concept of walking connections throughout other communities in Caledon. 
  • Addition of 5 new bike repair stations in 2024. All through various donations and grant funding opportunities. Total bike repair stations in Caledon will be 12 by end of summer. 
  • Presentation of additional 2024 AT projects: "Welcome to Caledon" sign at Etobicoke Creek Trail entrance, annual kiosk replacement, Caledon Trailway gate upgrade program
  • Discussion on new Caledon Trailway wayfinding signage through Tourism Office. 
  • Discussion on desire for more benches throughout Caledon trails.

  • Active Transportation Master Plan will be presented at Council for adoption on June 4th.
