Introduction

The Town's land use planning process to determine where and how to accommodate additional population growth forecasted for the Bolton area has been ongoing since 2012.

 

Council endorsed Official Plan Amendment 226 (being the Town's Provincial policy conformity amendment to the Official Plan on June 8, 2010) that projects a total population of 39,178 for Bolton by 2031, an increase of 12,983 people. Identifying the lands for this population growth and the population related jobs that come with it is the focus of Bolton Residential Expansion Study (BRES).

 

The General Terms of Reference for BRES was approved by Town Council on April 17, 2012. BRES will implement OPA 226. 

 

On December 8, 2016, the Region of Peel approved Regional Official Plan Amendment (ROPA) 30, selecting Option 6 lands as the preferred new settlement expansion area instead of the Option 3 lands, which where the subject of the ROPA application by the Town of Caledon (see map below).

 

The Town and several other parties have appealed ROPA 30 to the Ontario Municipal Board. December 8, 2016

On December 8, 2016, the Region of Peel approved Regional Official Plan Amendment (ROPA) 30, selecting Option 6 lands as the preferred new settlement expansion area instead of Option 3 lands, which where the subject of the ROPA application (see map below).

 

The Town and several other parties have appealed ROPA 30 to the Ontario Municipal Board.

 

The following is a chronology of the ROPA approval process:

  • On January 2017, Regional Council's decision on ROPA 30 was appealed to the Ontario Municipal Board (OMB).
  • On December 8, 2016, Regional Council approved Option #6 as the preferred Growth Area, total land area of 185 hectare, to accommodate 10,300 people and 2500 jobs by 2031.  
  • On March 8, 2016, Town staff updated Council. Read the report (pdf)
  • On October 14, 2014, the Town submitted an application to amend the Region of Peel Official Plan (ROPA) to expand the current Bolton Settlement Boundary as shown in Figure 1.

June 24, 2014

The Final Staff Recommendation Report was presented to Council on June 24, 2014 to select Option 3 and the Rounding Out Area (ROA) as the settlement expansion area. The following documents were considered:

October 21, 2013

Town Council directed staff to conduct detailed studies within the Options 1 and 3 Areas as well as the three Rounding-Out Areas to assist in selecting the 190 hectares for settlement expansion in the Bolton area.  Staff is working with Meridian Planning to:

  • Develop revised work-plans for environmental, servicing and infrastructure and transportation studies
  • Retain additional consultants in the areas of Market and Retail Impact, Financial Impacts, Archaeology. Cultural Heritage studies will be conducted in-house by Caledon staff.
  • Develop conceptual community plans to evaluate various options for settlement expansion areas.

A Council Workshop and public meeting will be conducted in early 2014 to review and solicit input on the settlement expansion option(s) as well as the conceptual community plans. Residents, landowners and stakeholder are strongly encouraged to continue their participation in the process and contact Town staff for information on the BRES process or sign up for our newsletter.
