Site Plan Approval

Pursuant to Section 41 of the Planning Act, and in accordance with the Town's Official Plan and Site Plan Control By-law, the Town of Caledon designates all lands within the corporate limits of the Town of Caledon as a Site Plan Control Area. There are exceptions to this requirement as outlined in the Site Plan Control By-law.

What is Site Plan Control?

Site Plan Control is an essential component of the development review process. The intention is to complement the objectives of the Official Plan and the requirements of the Zoning By-law. The implementation of Site Plan Control enables the Town of Caledon to ensure that all new development will be designed in accordance with the requirements of all provincial, regional and municipal authorities.

The New Site Plan Application Process

As of September 4, 2013, the Development Approval and Planning Policy Department will be introducing a new Site Plan Application Process.

The new process places a greater emphasis on accountability of all parties involved to streamline the process, with changes to the following areas:

  • Changes to/Alignment of Site Plan Streams, Fees and the Site Plan Control By-law
  • Changes to the Application Submission process
  • Introduction of Comment Review Meetings
  • Removal of a Conditional Site Plan Approval
  • Introduction of a Letter of Undertaking
    • Note: A Site Plan Agreement may still be required at the sole discretion of the Town.
  • Changes to the Security Requirements and Release Process

Applications in process (SPA File Number Issued) are eligible to continue as such, in accordance with the grandfathering policy.

**NOTE: Any Site Plan Applications continuing in the old process (as per the grandfathering policy) requires 25% securities and do not receive a partial release. Release of securities within the old process are done once the Plant Warranty Certificate is accepted.

Revised Security Requirements (Amounts)

Through Staff Report 2019-70 (Landscape Security Review, Industrial and Commercial Site Plan Applications), the Town approved reductions to the required engineering security amounts for Industrial, Commercial and Institutional Site Plan Applications.

Securities will be required by the Town prior to Final Site Plan Approval and will be collected as follows:

  1. Internal works include all works performed within the property limits of the site.
  2. All external works refers to any works external to the property, on either public or private lands, required to complete the Site Plan.
  3. Residential refers to all developments that will have a residential component (townhouse, semi-detached, detached, mid-rise buildings, high-rise buildings, mixed-use buildings, etc.)

Site Plan Control Manuals & Application Forms


The Town of Caledon has created manuals to provide applicants and owners with a general overview of the site plan process in the Town of Caledon.

It is recommended that the applicant review the Site Plan Control Manual thoroughly (along with other relevant documents) to reduce the amount of time spent on plan revisions and to fully understand the requirements of the Town of Caledon.

Release of Site Plan Securities

In order to obtain Final Site Plan Approval from the Town of Caledon, the applicant is required to enter into an Agreement or Undertaking which requires the posting of securities for site works.

The Town will release securities in two portions:

  1. Release of Engineering and Planning Securities (known as Partial Release)
  2. Release of Landscape Securities (known as Final Release)

The following documents are intended to assist you with the release of Site Plan Securities.
