March 30, 2021 Town Council Meeting Highlights

Corporate Response to COVID-19 and Mental Health

  • Dr. Lawrence Loh, Medical Officer of Health, Peel Public Health provided the following updates regarding the pandemic:
    • the variant strains are more easily transferred and come with severe symptoms and increased hospitalization,
    • lockdown measures are relaxing in municipalities that are in the grey-zone, allowing for outdoor activities and modified re-opening of personal care services as of April 12, 2021,
    • the Region is beginning to vaccinate priority groups within Phase 2 of the vaccination roll-out,
    • the safety of the vaccines and importance that members of the public get vaccinated, and
    • the availability of transportation services to assist with transporting residents to a vaccination clinic.

    • The Town endorsed the 988, 3-digit Suicide and Crisis Prevention Hotline, requesting that the Federal Government establish a nationwide hotline for residents to connect with suicide prevention and mental health crisis professionals.

Corporate Highlights

  • The Province announced the closure of the Ontario Fire College campus. Council is requesting that the Province recognize the Ontario Association of Fire Chiefs (OAFC) as a principle stakeholder to guide, direct, develop and deliver long-term modernization of fire services training in Ontario.
  • Caledon’s Fire and Emergency Services fleet is increasing by six (6) large fire apparatuses.
  • Council expressed opposition of Schedule 3 of Bill 257 Supporting Broadband and Infrastructure Expansion Act, 2021 as the Provincial Policy Statement is the basis for sound planning decisions in Ontario.
  • To ensure continued compliance with Ontario’s Accessibility Legislation, the Town has updated its Accessibility Policy.
  • The 2021 Council and Committee meeting schedule was revised to incorporate adjustments and additional meetings. For more information regarding Council and Committee meetings please visit caledon.ca/agenda.

Financial Highlights

  • Town Council approved the BIA’s 2021 Operating Budget in the amount of $45,250 to continue to promote businesses, improve, beautify and maintain municipally owned lands, buildings and structures in Bolton.
  • The Town is partnering with Top Aggregate Producing Municipalities of Ontario (TAPMO) to review the assessment valuation and model for aggregate properties.
  • The designated Heritage Property Grant Program was updated to provide financial assistance to designated heritage property owners in all tax classes for the maintenance and restoration of their properties.

Community Highlights

  • To help residents address property line fence disputes the Town enacted a Division Fence By-law that will come into effect May 1, 2021.
  • The 2021 Spring Strategy was approved with an emphasis on supporting local restaurants and establishments through waiving all fees related to the installation of temporary patios. For more information on setting up or expanding temporary patios please visit https://www.caledon.ca/patio.
  • Staff are working with external stakeholders to address scenic area visitor management impacts and to identify solutions for immediate parking issues, visitor behavior and to develop a long-term plan.
  • Kennedy Road in Southfields Village has been designated a Community Safety Zone from Abbotside Way to Bonnieglen Farm Boulevard / New House Boulevard.
  • The area in front of Caledon East Public School has been designated as a ‘No Stopping’ zone
  • The Region of Peel conducted an Environmental Assessment of Airport Road for proposed Airport Road improvements.
  • Council approved the Bolton Downtown Revitalization Plan which will guide Council and staff on future actions and investment to improve the historic downtown area for residents, business owners and visitors.
    • Through the approval of the plan, the Downtown Bolton Task force was established which will include representation from the Bolton BIA, Heritage Caledon Committee, the Chamber of Commerce and other important stakeholders to guide in the revitalization of downtown Bolton.
    • The Town is currently recruiting for two additional members (a business owner and a representative of a community group or service club) to serve on the Task Force.
