Bolton Transportation Master Plan

The Town of Caledon and the Regional Municipality of Peel have completed a joint study to develop a Transportation Master Plan (TMP) for the community of Bolton.

The purpose of the study has been to address the transportation concerns in the study area to support planning goals for the short-, medium- and long-term.

The study has encompassed areas adjacent to Bolton for undertaking network analysis, goods movement characteristics, transit considerations and other broad aspects of the study.

The study followed a comprehensive multi-modal transportation master planning approach, which has included developing a transportation vision for the downtown core area.


The Bolton TMP has been prepared by following Phases 1 and 2 of the Municipal Class Environmental Assessment (October 2000, as amended in 2007 and 2011), which is an approved process under the Ontario Environmental Assessment Act.

Master Plans are long-range plans that integrate infrastructure requirements for existing and future land uses with environmental assessment principles.

While the TMP addresses need and justification at a broad community-wide level, more detailed studies related to some infrastructure components of the TMP are expected to be undertaken at a later date as part of Municipal Class EAs for infrastructure projects.


The draft Bolton TMP was presented to Caledon Council on September 15, 2015, and to Peel Regional Council on September 24, 2015.

Both Councils approved the TMP in principle pending the 30-day public review period that commences with issuance of this Notice.

The Bolton TMP is available for review online at or in the Clerk’s Department at Caledon Town Hall, 6311 Old Church Road.

Please take this opportunity to provide your written comments to Mr. Kant Chawla at the Town of Caledon or Mr. Eric Chan at the Region of Peel by November 9, 2015.

The TMP will be finalized accordingly taking into consideration the received comments. Implementation of the programs and projects contained in the TMP then will begin, in accordance with the Municipal Class Environmental Assessment process.
