Bolton Flood

(March 27, 2019) Please refer to the information below, or attached, on when a building permit is needed to repair or replace the damages to your home.

As a result of the recent flood, you may be wondering if Building Permits are required to repair or replace the damages to your home.

A Building Permit is required for the following work:

  • Wood Framing
  • Replacement of Insulation
  • New partition walls
  • Interior alterations including finished basement
  • Basement Apartments
  • Relocation or repairs to any plumbing work
  • Replacement of furnace
  • Changes to ductwork

You do not require Building Permit for the following work:

  • Basement Finishes such as wood flooring, laminate flooring or carpet
  • Replacement of existing drywall for which a Permit was previously obtained
  • Painting or Wallpaper

Financial Aid

Is there any financial assistance available to help those affected by the flood?

The Province will provide funding support to those affected by the Bolton Flood, through a program called Disaster Recovery Assistance for Ontarians program (DRAO). The disaster assistance program applies to a primary residence and its basic contents, or to a small business, farm or not-for-profit organization.

Waste

When will my waste be picked up?

For all waste-related needs or concerns, residents can contact Garnet Barnsdale, Supervisor of Waste Collection at the Region of Peel, at 905-791-7800 x.7931, 647-225-1432, or at Garnet.Barnsdale@peelregion.ca.

Residents can also drop off debris and garbage at the Region of Peel Community Recycling Centre (CRC) in Bolton (109 Industrial Road) for free. When dropping off material at the CRC, please provide your postal code and inform the attendant that the material is coming from the flood area in Bolton. Material dropped off at the CRC must be sorted and placed in the appropriate bins.

Property Clean Up

What is the safest way to clean my home?

After a flood, clean up as soon as it is safe to do so to prevent further damage to your home and belongings. Building structure, personal safety, and food and drinking water safety are of a concern. Your house and furnishings are less likely to grow mould if they are dried within 48 hours.

In the case of flood damage, contact your insurance company and follow the tips on the site below to help with the clean-up. Please remember to keep children and pets away from the area until the clean-up is complete.

What should residents do about debris from the flooding in or on their property?

Residents are asked to leave debris undisturbed until they have contacted their insurance provider to determine what documentation may be needed.

I have been approached by someone who wants to fix my property. What do I do?

Any agreement, arrangement or work performed by a contractor is the decision of the homeowner. Residents interested in having repairs to their home should do so on their own accord.

If appropriate, please consult your insurance company before any work is performed on your home. It’s wise to also document, track, hold onto receipts and invoices for any work done on your property.

The person wanting to do repairs says they are with the Town of Caledon. Is that true?

The Town is not involved in overseeing or coordinating repairs, renovations or other types of work to private property damaged during the flood. The Town also does not endorse or recommend any specific companies to conduct repairs on your property.

Food and Health

I’m returning to my home, what should I do with my food?

Residents are reminded that any perishable food left in the fridge/freezer that has been without power for an extended period of time should be disposed of in the organics (green) cart , without packaging.

Without electrical power, a refrigerator or freezer will keep foods safe for the following times only if the door is kept closed:

  • Refrigerator will keep food cold for four to six hours
  • Full chest freezer will keep food frozen for up to 48 hours
  • Half full freezer will keep food frozen for 24 hours.

What do I do if I notice mould in my home?

If you find small amounts of mould, (fewer than three visible patches, each patch smaller than 1 metre), you should clean the area and try to prevent the mould from returning. If you have more than three patches or the areas are larger, you need a trained professional to assess your home.

Anything that stays wet long enough will grow mould; mould can make you sick. Dry everything quickly to avoid any health problems.

Safety Precautions

Carbon Monoxide Alarms

If you use pumps or heaters powered by gasoline, kerosene or propane to dry out your home, or you are without heat for quite some time, ensure you have working carbon-monoxide alarms installed.

Combustion devices can produce large amounts of lethal carbon monoxide when they are not tuned-up or are improperly ventilated.

Smoke Alarms

If you are still without power, ensure all smoke alarms are working in your home; this could mean installing additional battery-operated alarms.

(March 17, 2019) -- An update on the flooding in downtown Bolton:

Crews and emergency personnel worked overnight to clear ice jams and help residents access their properties.

Work continues with heavy machinery to clear ice jams along the Humber River.

Road closures in the King Street and Humberlea Road area will remain in effect until bridges can be inspected.

Several residents were able to return to their homes last night.  

Residents should register with Red Cross Ontario at 416-676-8559 or visit the command centre on scene, where emergency personnel along  with building officials and utility representatives can help them access and assess their homes.

Peel Region (905-791-7800) continues to provide support for residents who may need housing or other services.

Where can I find temporary shelter?

The Caledon Centre for Recreation and Wellness at 14111 Hwy 50 has been established as a temporary evacuation centre for those affected by the flooding.  Region of Peel Human Services staff are there to provide additional supports as needed.

Can I pick up my personal items from home?

Currently, it is unsafe for residents within the evacuation area to return to their homes.  As flooding conditions improve, emergency officials will release homes to residents/insurance companies. On-site emergency service personal should be consulted should it be necessary for you to return to the home before it is released

When will I be allowed back into my home permanently?

When safe to do so, the Town’s Building Services Division will conduct an initial assessment of the known affected homes within the area.  Those property owners who have been informed that they cannot return to their homes due to safety concerns should contact their insurance company.

Those residents may be permitted to return to their homes once an engineer has inspected the property. The inspection is arranged by the insurance company.

You should only return to your home once it has been verified that it is safe to do so. Your insurance company will be able to provide an update on how long this process might take.

How will I know when I can move back into my home?

If you have been advised that your home may be potentially unsafe, do not return to your home.

I cannot access my street to get to my property. Who can provide me with access to my property?

King Street East between David Street and Evans Ridge Road remains closed.  On-site emergency personnel (Caledon Fire/OPP) should be consulted before accessing properties within the evacuation area.
