Update (March 5, 2018)

Caledon’s first heritage conservation district, the Village of Bolton Heritage Conservation District (Bolton HCD), is now designated under the Ontario Heritage Act. The Bolton HCD Plan provides policies and guidelines for managing change within the District, allowing for property alterations, new construction or demolitions provided the neighbourhood’s cultural heritage is conserved. On March 5, 2018, the Ontario Municipal Board (OMB) issued a final order to approve the Bolton HCD through its amendment of By-law 2016-006 by replacing the HCD Plan’s building inventory (Appendix 5 of the Plan) with a revised inventory.

Update (December, 2017)

On December 4, 2017, the Ontario Municipal Board issued a written decision approving the Village of Bolton Heritage Conservation District Plan (HCD), conditional to the Town and the appellants agreeing to a revised list of 'contributing' and 'non-contributing' properties within the District. This revised list will replace Appendix 5 of the HCD Plan. View a copy of the Board's decision.

Once the Board receives the revised list of properties, it will issue a final order implementing the Village of Bolton HCD Plan according to the Town's By-law 2016-006. View a copy of the By-law.

The Board's decision is subject to a 30-day appeal period. Should no appeals be received, the Town will notify all property owners within the District of the new by-law coming into effect, and share further information about its implementation.


 

Update (May, 2017)

The Ontario Municipal Board has issued a final Procedural Order for the HCD appeal and the dates for the hearing have now been set:

The Bolton HCD by-law has been appealed and the matter is now before the Ontario Municipal Board.


 

Update (January, 2016)

Notice of passing of the Bolton HCD by-law published in local papers.

    • Any person who objects to the by-law may appeal to the Ontario Municipal Board by giving the Clerk of the municipality, within 30 days after the date of publication of this notice, a notice of appeal setting out the objection to the by-law and the reasons in support of the objection, accompanied by the fee prescribed under the Ontario Municipal Board Act. 2002, c. 18, Sched. F, s. 2 (25).

    • Should no objections be received by the Town Clerk in this period, the HCD by-law is considered to be in force and effect on the day following the last day of the appeal period.  Planning Law shall register the by-law on title to the properties affected by it.

Information on the HCD Plan Process
The intent of an HCD Plan is to provide policies and guidelines to assist in the protection and enhancement of the cultural heritage values of the district. The process for developing and managing an HCD Plan is described in chapters 4 and 5 in the Ontario Heritage Tool Kit publication "Heritage Conservation District: A Guide to District Designation Under the Ontario Heritage Act".

Council votes to proceed with District Plan and Design Guidelines
On September 9, 2014 Council endorsed the Bolton HCD Study recommendations and voted to proceed with Phase 2 of the project: the Bolton HCD Plan and Design Guidelines.

ERA Architects is selected
On September 16, 2014, Council approved retention of ERA Architects to prepare the Bolton HCD Plan & Design Guidelines. View the project's Terms of Reference (pdf).

Plan Phase and Community Consultations begin in the New Year
The HCD Plan phase will be kick-started in January 2015. Community consultation will be central to the development of the HCD Plan, with the first of a series of three community consultation workshops scheduled for February 2015.

 Archive: HCD Study Phase

Background

Many of Caledon's historic settlement areas developed around early 19th century mill sites on the Credit and Humber rivers. One such mill site was Bolton, situated on the Humber River in the southeast corner of the Town. Now Caledon's largest settlement area, Bolton represents the evolution of an early mill village into a major urban entity.

Historically, development of Bolton's commercial and residential core was shaped by the topography of the Humber River valley. Although evidence of the village's original industries has largely disappeared, much of the village's historic commercial and residential fabric remains intact. As such, downtown Bolton remains an important area of historic character for local shopping, entertainment and residential use. 

Managing future growth and redevelopment in the historic core of the village has become an important planning concern. The Village of Bolton HCD Study is being undertaken concurrently with the Bolton Special Policy Area Study and the Town of Caledon Intensification Strategy, two planning studies which also address future development and redevelopment within the village core. 

In 2008, Caledon completed a town-wide Built Heritage Resources Inventory of pre-1946 structures and a Cultural Heritage Landscapes Inventory. Both studies identified Bolton's historic core as warranting further protection.

HCD Study Purpose

The purpose of the Village of Bolton Heritage Conservation District Study was to assess the heritage characteristics of the Study Area, identify significant cultural heritage resources within in, and recommend whether an area, or areas should be considered for Heritage Conservation District (HCD) designation under Part V of the Ontario Heritage Act.

HCD designation enables the Council of a municipality to manage and guide future change in the District through policies and guidelines for the conservation, protection and enhancement of the area's special character.

Benefits

The benefits of Heritage Conservation District designations in other municipalities have been shown to be:

  • Conservation and enhancement of a place's unique character
  • Increased cultural/historical tourism
  • Attraction and retention of stable businesses
  • Property values which are more resilient to economic downturn

HCD Study Area

The Study Area boundary is generally defined by the Humber River valley, and encompasses the late 19th century limits of the Village of Bolton, including the commercial core along Queen Street and residential neighbourhoods adjacent to King Street.

The Study Area contains several community landmarks and areas of interest, such as the former mill pond, Laurel Hill Cemetery, the former Bolton Village Hall, the Nancy Street streetscape, Temperance Street streetscape etc.

The Study Area includes 160 properties identified on Caledon's Built Heritage Resources Inventory of pre-1946 structures. Of these properties, 10 are designated under section 29 of the Ontario Heritage Act, and 18 others are considered to be of high significance.

Timeline

The Bolton HCD Study commenced in September 2013, and was completed in September 2014.

Steering Committee

The Study process was guided by a Project Steering Committee, made up of a diverse set of stakeholders with a range of interests including the Business Improvement Association, business owners, residential property owners, the Albion-Bolton Historical Society, the Bolton Community Action Site Committee, Heritage Caledon, Town Staff and local councillors.

Public Consultation

Community input to the HCD Study was vital. There were various opportunities for the local community to gain information and become engaged in the process, including:

  • Two community consultation meetings and one formal public meeting were held at various points throughout the process (individual meetings and one additional community consultation meetings were scheduled as required)
  • A community questionnaire was mailed to all property owners and tenants in the Study Area and also available online.
