The Town of Caledon offers a hybrid meeting model with multiple ways for members of the public to participate and engage with Council.

Attend in Person
Members of the public may attend a meeting in-person and provide verbal comments regarding the proposed application(s) or sit in the gallery to watch the meeting. Although registration is not mandatory, members of the public are encouraged to complete the Participation Request Form, available at http://www.caledon.ca/speak-at-council.
Submit a Written Comment
Members of the public may submit a written comment regarding the proposed application(s) by completing the Participation Request Form, available at http://www.caledon.ca/speak-at-council.
Virtually
Members of the public are welcome to participate via telephone or video conference through WebEx upon request. For more information on how to participate, please complete the Participation Request Form, available at http://www.caledon.ca/speak-at-council. In addition, members of the public can watch meetings through the live stream available on the Town's website.

Application Context and Revisions

On December 21, 2020 and December 23, 2020, the Town of Caledon received proposed Official Plan Amendment (POPA 2020-0003) and Zoning By-law Amendment (RZ 2020-0011) applications from Weston Consulting on behalf of Swaminarayan Mandir Vasna Sanstha Canada for the subject lands. The applications were deemed complete on January 12, 2021.

As originally submitted, the applicant proposed an amendment to the Official Plan to re-designate the subject lands from Prime Agricultural Area to Rural Lands in order to permit a proposed Place of Worship use.  

The Zoning By-law Amendment proposed to rezone the lands from Small Agricultural Holdings (A3) to Institutional Exception XXX (I-XXX) to permit various institutional uses and site-specific standards to permit the construction of a place of worship. The proposed site plan submitted illustrated a 3,149.7 m2 (33,903 ft2) place with worship with 352 parking spaces. On August 20, 2022, the Town received a resubmission from the applicant.

Proposed Changes

The applicant is proposing an Official Plan Amendment to permit a Place of Worship and a Place of Assembly in the current Prime Agricultural Area designation and to re-designate a portion of the lands from Prime Agricultural Area to Environmental Policy Area. The applicant is also proposing to amend the Zoning By-law to rezone the lands from Small Agricultural Holdings (A3) to Environmental Policy Area 1 (EPA 1) and Institutional Exception XX (I-XX) to permit a place of worship having site-specific standards.

Appeal Procedure
If a person or public body would otherwise have an ability to appeal the decision of the Council of the Town of Caledon to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Clerk of the Town of Caledon before the proposed Official Plan Amendment is adopted and/or the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Clerk of the Town of Caledon before the Official Plan Amendment is adopted and/or the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
