This is to inform you that the Town of Caledon has initiated Official Plan Amendment and Zoning By-law Amendment Applications. A Public Meeting will be held to consider a proposed Official Plan and Zoning By-law Amendments. Your input and insight will inform and shape plans that meet the needs of our community.

How to participate

The Town of Caledon offers a hybrid meeting model with multiple ways for members of the public to participate and engage with Council.

Attend In-Person
Members of the public may attend a meeting in-person and provide verbal comments regarding the proposed application(s) or sit in the gallery to watch the meeting. Although registration is not mandatory, members of the public are encouraged to complete the Participation Request Form, available at http://www.caledon.ca/speak-at-council.
Submit a Written Comment
Members of the public may submit a written comment regarding the proposed application(s) by completing the Participation Request Form, available at http://www.caledon.ca/speak-at-council.
Virtually
Members of the public are welcome to participate via telephone or video conference through WebEx upon request. Background

On July 19, 2022, Town of Caledon Council passed an Interim Control By-law (By-law 2022-072) for the subject lands located on the west side of Coleraine Drive and north of Mayfield Road in Bolton. The Interim Control By-law restricts the use of land within the specified area for a period of one year (to July 19, 2023) to undertake a land use study to determine land use compatibility determined by the environmental constraints and transportation network. The Town is currently working on the required study.

Proposed Changes

The Town has initiated an Official Plan Amendment for the subject lands to amend the Official Plan to bring the lands into the Rural Service Centre of Bolton, include the lands in the Coleraine West Employment Area Secondary Plan, designate the lands for Prestige Industrial and General Industrial purposes as well as establish conceptual road networks and site-specific policies.  

The Town has also initiated a Zoning By-law Amendment to rezone the lands to a site-specific General Industrial - Exception XXX zone (MS-XXX) and Prestige Industrial - Exception zone (MP-XXX), both of which will have a Holding (“H”) Symbol applied. The Holding (“H”) Symbol shall be in place until:

  1. A satisfactory road network is established supported by a Traffic Impact Study, Noise Report, Functional Servicing Report, Stormwater Management Report and Environmental Implementation Report to the satisfaction of the Town of Caledon, Region of Peel, Ministry of Transportation and Toronto and Region Conservation Authority; and,
  2. Written confirmation of clearance from the Ministry of Transportation with regards to the GTA West Corridor.

Appeal Procedure

If a person or public body would otherwise have an ability to appeal the decision of the Council of the Town of Caledon to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the Clerk of the Town of Caledon before the proposed Official Plan Amendment is adopted and/or the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the Clerk of the Town of Caledon before the Official Plan Amendment is adopted and/or the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
